Why you can't go offshore gambling in New York

Elliot Spitz, Attorney General for New York City (NYC), has been on a tireless crusade to tie up citizens' access to offshore gambling sites; so far the only gambling in NYC that is legal is the state lottery and horse wagering. Rather than directly target numerous offshore gambling companies, Spitz went after the banks and credit card companies, with his Assurance of Discontinuance document; which Citibank signed; to New Yorkers' displeasure. Citibank agreed to sign the document as it didn't want countrywide investigations, and it didn't want to deal with trying to collect debt racked up at offshore gambling sites.
